Intelligence agencies are kept secret accommodation on Earth a representative of an extraterrestrial civilization. Hide his presence becomes very difficult after the alien expresses a desire to learn how to drive a car. It's necessary for him to meet outside of town with the Ambassador of his planet and ensure that there're no witnesses — this is condition of the government of aliens.
This is how daunting a seemingly-simple skill can be to learn for the inexperienced.
